FOREIGN MILITARY SALES APPLICATION DEVELOPMENT

Client: NAVAIR/Foreign Military Sales (FMS)/Cooperative Program Partner (CPP) Customers

Material acquired by FMS/CPP customers often requires the same deficiency reporting that US military activities perform when the material is found to be defective or fails prematurely. The process used by FMS/CPP customers to report and adjudicate these issues was cumbersome and often left the FMS/CPP partner in the dark concerning the status of any investigation.

Solution:

Sierra software developers modified the Joint Deficiency Reporting System (JDRS) website to enable Foreign Nationals to originate and maintain awareness of investigations they request.

  • NAVAIR Security Office (Air 7.2) approved the process for Foreign National access to JDRS.

  • Sponsoring Program Office given responsibility for vetting and authorizing FN access.

  • Customer participation is enabled in the deficiency reporting process.

  • JDRS access controls provide data segregation by country, aircraft, or role in the process

Benefits
  • Customer country uses the same website and processes to report deficient material as US counterparts.

  • NAVAIR programs can correlate deficient material between domestic and foreign aircraft configurations.

  • The standardized process to process investigations eliminates the country’s unique solutions.

  • NAVAIR programs often used domestic resources to input data provided by customers. FMS/CPP customers can now directly input deficiency data to JDRS, resulting in a lower cost to the customer.

  • Investigation details must be sanitized by the program Foreign Disclosure Officer (FDO) before release to any Foreign Nationals. Customers receive updates to the investigation.

  • The same workflow process as US Military submitted data provides consistency regarding where the report is originated or investigated.
